Idea: Smart contract controlled members

Background

Currently, members can only be controlled by externally owned members, this is fine, but if we had a smart contracting environment, then smart contracts could control members, meaning they could run for council, make channels, issue tokens etc. This opens the way for DAOs and various forms of collectives and external chains to

Propoposal

Introduce EVM pallet and allow contracts to own memberships, meaning that they can do whatever the owned member can do. This will be a complex change, so this issue is only meant to capture the idea.
