Creative bounties are bounties that involve users doing creative work and submitting them as spending proposals. This is a difficult problem to solve as the council being creative may not be the best way of dealing with this.
One solution could be turn any creative bounty in the future into a competition. There are some difficulties with this as we currently don't have any good means of conducting votes from the community to pick the best submissions. One possible solution is to use discord in the interim while waiting for the forum poll tool to be released (which may take a substantial amount of time)

It may be worth investigating the ideas of Art Councils for this: https://en.wikipedia.org/wiki/Arts_council This way creative decisions are distinct from council decisions (which may prevent conflicts arising due to the council having lots of management work to do which doesn't make it easy to move to creative decision making)
