DNS Problem

Hello there,
I installed and run Outline server on to different location (USA & Germany)
When I using USA to connect to internet everything is fine, But When I using another server it only work on IP (Ex:I can use telegram or whatsapp and even I can open any IP on http port, but I cant open google site for example), and also I use google and cloudflare dns inside /etc/resolve.conf

How can I solve the problem?

Germany:CentOS 7
USA:Ubuntu 16.04

Also, can you please elaborate on the changes you've made to /etc/resolv.conf? Did you make those changes on both of your servers, or just one?

I have the same issue: #568 (comment)

After installing Outline on a fresh Ubuntu 18.04 VPS located in France, Android clients which use that server inside I.R.Iran can't resolve DNS requests and it made outline almost useless.
It's not related to /etc/resolv.conf, I have tested a lot of possible configurations on the server but it doesn't work,

Also tried #408 (comment) and it doesn't work too,

but surprisingly if server is located in US it works!

IP of non-working server: 88.99.76.*
IP of working server: 45.62.124.*
