Move repo contents into spack for (builtin packages) #118

At present, there is no way to build containers if the packages are not in a spack repository inside the builtin directory.

We need to move all of what is in configs/repos/{common,jedi,ufs}/ to spack/var/spack/repos/builtin/. In most cases, we want those to be in the official spack repo in the long term anyway. Probably not the virtual environment packages.

@kgerheiser Thoughts?
