Improve the user experience of the registration patient matching and import

• Ensure that a loader icon is displayed when background AJAX processes are running. For example, we should have an icon when the import button is pressed. I'm not sure if the ui framework includes some tool for this already.
• Offload some of the background tasks for patient import to not block the rendering of the registration summary page
• Move fingerprinting section towards the top - prioritize fingerprint search if fingerprint already exists
• Fix the formatting of the matched patient fragment to account for missing data and page space
• Remove repeat fingerprints biometrics processing during registration to cut down on patient save time
