Meaning of district in data on deaths, testing?

From looking over the data, it seems clear that district is the okres where the person died, not their place of residence (several okresy have no deaths). Is the same true of PCR results by district? Is it not possible to compile data on place of trvaly / prechodny pobyt of the deceased and tested, as that would give a better picture of the impact of the pandemic. (Of course village would also be interesting, but I understand that there could be problems with providing too granular data vis-a-vis privacy)
