Notification Apply Rule not exportable via Baskets

Expected Behavior

Notifications should be exportable via Baskets.

Current Behavior

If you choose to export notification apply rules via baskets it takes the notification templates instead.

Possible Solution

Correct implementation of the expected behaviour.

Steps to Reproduce (for bugs)

Go to director baskets and try to export notification apply rule.
If you have a notification template already present than it will take this instead of the wanted notification rule.
So you end with the 2x the templates instead of the apply rule.

• Director version (System - About): lastest (master)
• Icinga Web 2 version and modules (System - About): 2.8.2
• Icinga 2 version (icinga2 --version): 2.12.3
• Operating System and version: RHEL 8.3
• Webserver, PHP versions: Apache 2.4, PHP 7.4.6
