Allow using monitoring module permissions

Expected Behavior

I want to be able to grant restricted monitoring module role members to be able to modify their hosts and services only, without granting full access to the Director module. This means, that:

• Roles with the director/monitoring/hosts permission should be provided with a Modifiy action link for their Hosts
• Roles with the director/monitoring/services permission should be provided with a Modifiy action link for their Services
• This should also work fine for Services which are part of an Apply Rule, a Set or are inherited from a Host template. In all those cases I want to allow the role to override Custom Variables with related fields on that host only
• I want to be able to further restrict their write access with an additional monitoring filter (director/monitoring/rw-object-filter)
