The V2 overlay on OBS stops receiving chat messages entirely at the same time as the OBS Twitch chat dock (the native chat window you get when you connect your Twitch account to OBS) disconnects and does not reconnect until the browser source is refreshed. The duration how long the overlay keeps working after refresh varies, as sometimes the same bug happens only minutes after a refresh.
The OBS version is 29.0.2, but it's unsure if it's an OBS specific bug or would happen on a browser as well.

It should reconnect automatically, weird... I personally never encountered such and issue. I'll try to reproduce it when I have some time (my local OBS build is currently not functioning)

There were some unrelated connection outages last Friday (15-11-2024) on the stream I submitted this issue on behalf of. The streamer hasn't ran into this exact issue outlined in the OP as of late, however during these aforementioned connection outages the overlay did not reconnect without a refresh like it turns out it is intended to. This may narrow down the issue to the reconnect functionality which might fix the initial issue that frankly seems hard to reproduce.
