User story 1: As a user who arrives at a dataset using a File DOI, I want to see easily whether there is a newer version of the file/dataset

User story 2: As a user who arrives at a dataset following a &versionX link to an earlier version, I want to see easily that there is a newer version of the file/dataset

See e.g. Zenodo's implementation of basically this feature here:

This is probably more relevant for Zenodo because they have DOIs for specific versions, but I do think it'd be useful to implement on Dataverse given the above two users stories (and also with an eye towards probably supporting versioned DOIs in the future)

Thanks -- I searched but couldn't find the other one. I'll leave this open since I think the use case & Zenodo example are helpful, but I think substantially the two issues are likely going to be close by the same PR
