Hey everyone

How can i run it in Windows?

Thank you for reporting.
I regret to say that Windows is not supported platform of rl-testbed-for-energyplus, and I've never heard someone had succeeded to run it on Windows.

Regarding to the issue. I reviewed the thread in the link and found that a workaround was shown by mattip at https://developercommunity.visualstudio.com/solutions/1241964/view.html.
