The ' character is available via the popup on the . key. It's then as far away as possible within the popup Describe the solution you'd like
Please provide a description of what you would like to have. The clearer it is described, the better it can be implemented the way you want it.

Move the ' character to a position that reflects it's use frequency - closer to the key that pops it up.
Even better, with swipe text entry have a swipe that passes through the . key on the way to the s key return a 's to the text field. (As used to happen with Swype) Use case
