Summary

Document and socialize the plan for how we'll deal with 2 systems running in parallel and supporting existing SOAP API consumers until they can move over to REST.

Acceptance criteria

  • Draft completed
  • Conversations to hammer out questions and gaps
  • Plan agreed upon.
