Set up hosting for the static beta.grants.gov site

Acceptance criteria

Notes

  • Blocked by AWS Access #139
  • Use Github actions but need to confirm. Need to know more about the HHS tenant, we might need special permissions. Until we get access to AWS tenant, we don't know for sure. Checking with @marwanabufadel
