Upgrade all frontend Node versions to latest v22

Summary

The app is currently using Node v20. With v22 now in LTS it is a good time to upgrade to stay current.

Also, this is a nice opportunity to standardize our Node versions across the app, where versions are defined in three different places.

Acceptance criteria

• version of Node from latest version of Node 22 bookworm-slim Dockerfile is used across the application. See https://github.com/nodejs/docker-node/blob/main/22/bookworm-slim/Dockerfile.
• @types/node is updated to match specified version in package.json
• "engines" in package.json is pinned to specific version used in the Dockerfile
• CI jobs are updated to use Node 22 (see
