politicalGeocodingURIs use skos:altLabel instead of skos:prefLabel

the vocabularies for the property dcatde:politicalGeocodingURI are using the skos:altLabel for the human-readable label and the skos:prefLabel for the key. For instance: https://www.dcat-ap.de/def/politicalGeocoding/stateKey/20100401.rdf. Does this mean that the key is the preferred label e.g. for a frontend representations?
