gcloud beta resource-config bulk-export --resource-format=terraform >> gcp_resources.tf

within staging docs in https://github.com/GoogleCloudPlatform/pubsec-declarative-toolkit/wiki

We may be able to reuse the existing config controller in the kcc gke instance
