[BUG] Action Bar 2 changing position on login

Describe the bug

Action Bar 2 will change from bottom centre to bottom-left corner when logging in to a character.

Seems to occur randomly as it does not always occur.

To reproduce

Login to character.

Expected behavior

Action bars will not change from saved positions.

Before the most recent occurrence of the bug, my character was not in a rested location when logged out. Unsure if this is relevant.
