Standardized yaml meta for reports/apps/metrics

We want to standardize the fields in the yaml meta of metrics, reports, and apps. Once this is solidified, we probably need a vignette or some documentation for "how to add a report/app/metric" to gismo that outlines these requirements. Below is a start for the fields we need.

Meta header required fields for apps and reports

• Description
• Title
• File
• Package and version
• Status (Qualified/validated report/pilot/prototype)
• Level of permissions for viewing (Admin, Users, etc)
• Outputs
• Dependencies
• Sample report website(?)

• Package and version
• Status (Qualified/validated/pilot/prototype)

We'll also want to include "Reporting Type" field, to specify whether this is an app, report or metric.
