open CLI-made data directories on desktop

Allow JB desktop to open a data directory that was put together by jbrowse-cli.

Needs some design of what this would look like.

we had an initial concept of this from #2247 but it was removed

if we can sketch out what we want from this, how it should be presented to user, would be good

previous challenges with this included:

Naming of it

"Open jbrowse web config" right next to "Open sequence" I think confused people perhaps

Renaming all uri to localPaths, this is a little weird.

Also

Ability to open a remote data config.json from a website. I think this would probably copy the config locally. If we wanted something different, it would be a little more involved probably
