Decouple release workflow

Summary

Building on from work in #3639 enables publishing next tags to GitHub packages.

As both these run on the same job, approval is currently required irrespective of where we're publishing. This is far from ideal, and we should look to separate the release into two jobs:

• Publishing next to the GitHub package (should be automatic)
• Publishing to NPM (manual approval)

The flow would like this:
