[BUG] Staging directory not changing

Describe the bug
When setting the Staging directory to a new location (on a non C: drive) it updates in the selection box, but mods still download to the old location, restarting FASTER retains the new locations value but continues to use the old location.

To Reproduce
Steps to reproduce the behaviour:

1. Change the staging directory location to a non C: drive
2. Update/Download mods
3. Navigate to original staging directory location
4. See error

Expected behaviour
Mods should download to the location set in the "Staging directory" option

Actual behaviour
Mods download to the original staging directory and not the one set.

Found a similar issue in 1.8f on Server 2016 but only when using the update all button. The regular update button on each mod puts the file in the correct folder. The User.config file shows the correct location.
