When attempting to link an issue we have to select a repository, whether it's an issue or PR and then search for a resource. For a lot of people this is unnecessary.

Describe the solution you'd like.

We should preselect the first repository and "Issue"

Describe alternatives you've considered

Caching last selection and prioritising that
