Only admins can link a feature to a GH issue/PR

Describe the bug

Only org admins can see the Link tab in the feature modal, where they can choose and link issues/PRs to features.
Test locally

Steps To Reproduce

1. Login with a non-admin user who has permissions in a project with a GitHub integration.
2. Select any feature.
3. The Link tab is not displayed.

Expected behavior

A user with permission to view and edit a feature (or with special permission for the GitHub integration) should be able to see and link a feature with an Issue/PR.
