Add the error document for all module

Summary

• add all module's error document in docs directory.
• add script that can automatically generate error doc.

Problem Definition

The chain user need to check the source code error.go for each module in order to search the the error code what for. So I think it's better to collect in one document file.

Proposal

add all module's error document in docs directory.
