reading view panel should pull out like the menu does #6

The panel appears to hide behind the main content. We'd rather have it open over top the main content (or at least push it over).

This is very much like the menu opens as shown in commit e1ea117. We can probably do this same thing for panels.

Looks like this was done in commit 34f8d99 although it does not use flexbox as in the menu.
