Which NPC do you mean specifically, Sootman or Victoria Petran? What's your Separatist reputation, have you rescued Sootman from a Coalition outpost yet? Does the NPC not spawn at all, or are you just not able to interact with them?

sootman not appear in jail, I did like 10+ jailbrake and it always random NPC, victoria is apperar normal
