Admins of the system need to be able to see the active users that are on a database which have been created by Gatekeeper RDS

Acceptance Criteria:

An Admin console shall be accessible for those with the approver role
Non Approvers should not be able to see the admin console
The admin console shall allow a way for the approvers to look up an RDS instance (it will function similar to the instance select screen)
upon selecting an instance the users (all of them) for the database will be listed
Only one instance can be selected at a time
