Request to expand client methods to redispatch/congestion endpoints #345

As a user I want to query the redispatch and countertrading volumes that are published on entsoe tranparency.

These include the 3 endpoints:

congestion-management/r2/countertrading
congestion-management/r2/redispatching-internal
congestion-management/r2/redispatching-cross-border

as always these should be available in any resolution and in already provided units.
