Dialog will eventually need to be draggable. We should explore the best architecture to solve this. Perhaps a draggable decorator?

We should develop two example dialogs:

1. draggable without a mask
2. static with a mask.

@jwong15 Make sure you set aside time to focus on this. This is a great opprotunity to be more involved and make foundational decisions.
