keywords need consolidation

There are at least two lists of topic keywords: the schema and the wiki.

While not a huge problem, this does increase the risk of divergence. Ideally one would be based on the other in an automated (or at least semi-automated) way.

As I’m the schema editor, I am going to recommend that the schema become the canonical definition of these values, the wiki page be modified to match (which would include a large comment to the effect of “no NOT edit this list by hand, use …”), and an XSLT program created to convert the ODD file to wiki markup.

But of course it should also be possible to develop a procedure for re-generating that portion of the schema based on the wiki page. (I am just not as confident I could do that quickly myself.)
