Do I get you right? You want to be able to copy multiple states with different parents? If yes, what would the paste operation do? Paste all into the same state? If you are sketching tasks or do re-arrangements or wanna reuse already used library state combinations but in a new hierarchy. In the other combinations of usage currently you have to work around the problems of hierarchy by multiple paste and then find the states in the state where you have paste those. This issue is for discussion.
After I have seen this line removed I got reminded to the last usage of RAFCON were I got some how annoyed because the selection and copy/paste of states on different levels of hierarchy was not possible. I think we made this decision at the beginning only to hold the code simple and the programming effort low.
I wonder if this is still such a big deal after we improved formal selection much more and I would like to discuss this feature once in real life with you.
