Emphasize configured layers in Draw & Report

Currently, layers are added to the Draw & Report layer list as they are added to the map, regardless of whether or not they are configured for Draw & Report. We should consider ways to prioritize showing the reportable layers, potentially by

• bringing reportable layers automatically to the top of the list, with non-reportable layers beneath, or
• having a "show only reportable layers" checkbox/toggle,

or something similar.
