the Union type is used in Sharding spec https://github.com/ethereum/eth2.0-specs/blob/dev/specs/sharding/beacon-chain.md#shardwork and probably Merge spec https://github.com/ethereum/eth2.0-specs/blob/dev/specs/merge/beacon-chain.md, not in altair at the moment
