Moving to Drupal 9 and PHP 8.0 we also can move to the current version of https://solr.apache.org/ (8.x).

Scope of issue

Install Solr integration modules and libraries in Drupal 9.
Test out beta.elmcip.net against a newly created Solr core.
Order new container and JRE running Solr.
