GitHub recently released Linux ARM runners in public beta. These changes reduce the build time from ~1 hour per Python release to ~15 minutes to build all 3 current Python releases 🎉 I also bumped all our Linux runners to 24.04 to remove warnings about the upcoming upgrade from 22.04.
