[Bug]: cemu-dev should use latest pre-release #1278

Prerequisites

  • I have written a descriptive issue title.
  • I have searched all issues/PRs to ensure it has not already been reported or fixed.
  • I have verified that I am using the latest version of Scoop and corresponding bucket.

Package Name

cemu-dev

Expected/Current Behaviour

Since cemu has stopped making experimental releases and started making pre-releases for major versions, the cemu-dev package should point to the latest pre-release, which is 2.4 as of this issue.
