Add to List of Partners the ability to filter by Root #3427

Currently, the Partners List does not support filtering by the Root for a group of CNAs.

The ability to filter for all sub-orgs under an org (e.g. to find all CNAs under a Root) would be very helpful.

Note, this relates to issue #1047
