This is a usability improvement: per @CalebKleppner there is a workaround by using Excel to import .csv and save as an .xlsx for each cvr file

Support reading of generic CSV files created by Dominion conversion process: see #404

UI should allow user to select .csv files as input sources
csv files should be read into CastVoteRecords
maybe combine work with Refactor CommonDataFormatReader and other Source readers into common base class #251
