"Converter Tool" does not respect Units settings for US vs Imperial

Seen in version 4.0.15.

I have my units set to "US traditional units":

However, when using the "Converter Tool" under the "Tools" menu, it always uses "British imperial units", as can be seen when attempting to convert to/from a metric unit:

^ Should be 3.785 L (US)

^ Should be 0.264 L (US)

The Units setting does seem to be respected elsewhere in the program. For example:

converts automatically to the following, which is correct for US units:

Thanks for the detailed report. From a quick look, you're right that this is a problem that's confined to the converter tool. I'll do a fix.
