Commit dcec308 bug
When attempting to engage OP with Long control (double pull on cruise stalk), OP screams and shows a red error screen saying "Controls are Unresponsive". OP will engage fine with a single pull for lateral control. Trying to engage Long control from autosteering will also cause the same error.

How to reproduce or log data
double pull stalk to engage long control with PCC and white Panda.

Additional context
Rolling back one commit at a time, I was only able to re-engage Lateral and Longitudinal control when I made it back to commit f74c847
