The rotor turns /before/ the letter is enciphered! timesStepped should only increase once per letter--when the letter is first entered.

An explaination of the Enigma. Note that when the rightmost rotor turns, the letters move forward by one /all around the circle/. So A -> B before going through the rotor, but on the opposite side of the rotor (where the letter comes out), D -> C because the D contact has moved into the C position.
