Literally does nothing

I tried both 2.3.3 and 2.3.12 with Craftbukkit 1.8

The good news is, Craftbukkit saw the plugin and did not throw any error messages, crash, summon Cthulu, or otherwise misbehave. The bad news is that the terrain was completely 1.8: andesite, diorite, and granite all spawned, and sea level was y=63 (correct sea level in Beta 173 was y=64).
