Describe the new feature you'd like
The nav agent requires tests. It is currently broken (#422)

Additional context
Currently we only have official tests for the android, hand, and turtle agents. The uav and sphere robot are tested pretty rigorously through other misc tests for sensors and tasks. Only the nav agent has no test support.
