Now that #221 gel-constants and gel-foundations-styled-component have been deprecated

Describe the solution you'd like
Replace references to gel-constants and gel-foundations-styled-component with @bbc/gel-foundations

Update affected READMEs, CHANGELOGs and packages.jsons
