Consider az acr helm install command

ACR Helm Repository requires helm client to add repo, search/fetch charts, etc, but helm client may not be installed in many cases.

We may be able to provide a az acr helm install command to download and install helm that is similar to AKS's command az aks install-cli to download and install kubectl.
