We should migrate the MSAL extensions into MSAL to help alleviate the complexity of the release pipeline.

Describe the solution you'd like
Migrate the MSAL extension project into MSAL.
Modify build pipeline to build/release MSAL.Extensions packages along with MSAL.NET
