Sean has tried a bunch of options to attempt to resolve this, I'm not quiet certain why CI machines are having so many problems with this.

Error is an unexplained test setup error. Need to do extensive diff of both environments to find the problem.

@seankane-msft per our offline discussion throughout this morning, here's the issue to track this. Issue is closed when we identity the magic at play here.
