Library name and version

Azure.Messaging.ServiceBus 7.15.0

Describe the bug

CreateTopicOptions.SupportOrdering is not respected when creating a topic with ServiceBusAdministrationClient.
From quick look on CreateTopicAsync I see that SupportOrdering is just don't copied when creating TopicProperties from CreateTopicOptions.

Expected behavior

Topic is created with "Support ordering" enabled.

Actual behavior

Topic is created with "Support ordering" disabled. See the value in the Azure Portal:

Reproduction Steps

I create a topic using ServiceBusAdministrationClient and want to enable SupportOrdering property on the topic.
Here is the code I use:

var options = new CreateTopicOptions(topicName)
{
    SupportOrdering = true
};

await _administrationClient.CreateTopicAsync(options, cancellationToken);

Environment

Service Bus Pricing tier: Standard.
