I believe this is because the test step will fail if the package didn't contain any tests to run

if we could fix this to just skip if no tests are found then we could merge them

First step is to combine build and build-test files. Then combine the archetype-sdk-client and archetype-sdk-client-samples file. The latter will be a shortened version of the first without any tests.
